[laravel&AppService SQL Database]Connection failed(timeout). only PHP7.4 version

I try to connect AppService(linux, php7.4, laravel) to Azure SQL Database.
but it is failed.
"[Microsoft][ODBC Driver 17 for SQL Server]Login timeout"
So, I create AppService(php7.3) and try connect.
It is noproblem.
I don't use .env file.
I set variables use AppService portal GUI.
What should I to do?

I understand the issue is happening only with PHP 7.4, just to isolate kindly try increasing the timeout in App Setting Portal and see if helps.
SCM_COMMAND_IDLE_TIMEOUT = 3600Just to isolate the issue further, kindly try increasing the connection timeout value. It is recommend to use a connection timeout of at least 30 seconds. Also, upgrade the SQL service tier to see if it helps.
You can also inspect the log files in a browser at https://<app-name>.scm.azurewebsites.net/api/logs/docker.
If the issue still persists, kindly let me know I will connect with you offline to get more details on the WebApp and it’s deployment region.

2020-11-11T23:24:50.59+00:00 - SCM_COMMAND_IDLE_TIMEOUT = 3600 I set and tried. but failed.
I tried,
- AppService PHP7.4 -> 7.3(change lower version) => failed
- Conncect and Query use AzureDataStudio => successed
I use Southeast Asia region.
