Unable to install Language Pack - 0x80073701

Hi, I am trying to install the en-GB language pack and I am getting a failed messages both on lpksetup and dism.
Operating System - Windows 10 2019 LTSC

I have attached the CBS error log below.

    You could try to run these commands from an admin command prompt:
    Dism.exe /Online /Cleanup-Image /CheckHealth
    Dism.exe /Online /Cleanup-Image /ScanHealth
    Dism.exe /online /cleanup-image /analyzecomponentstore
    Dism.exe /Online /Cleanup-Image /restoreHealth
    sfc.exe /scannow
    powershell.exe "Get-TroubleshootingPack -path C:\Windows\diagnostics\system\WindowsUpdate | Invoke-TroubleshootingPack "

    The solution for most is to reinstall the operating system. You can perform an ‘in-place upgrade’ which means putting in a DVD or USB stick that contains Windows installation and running the setup again. You will have to reinstall your programs but you will not lose your data files.
