Getting Need admin approval after enabling "Assignment required" in azure portal

Question

I have created a multi tenant application in azure which needs user consent for using basic user data in Microsoft tenant. The first-time users are prompted to consent. But when I enabled "Assignment required" for the enterprise application users are facing access issue as

When I disabled the "Assignment required" again the first time users were able to access the site after giving consent.
How can I resolve this issue when I enable the Assignment required field.
I tried filling the admin consent request for this app, but currently Admin consent requests are on hold.

This is expected behavior if Assignment Required is set to "Yes", but admin consent was not provided.

This is documented in the Requesting not authorized permissions error documentation:

Another scenario in which this error might occur is when the user assignment is required for the application, but no administrator consent was provided. In this case, the administrator must first provide administrator consent.

To resolve this you would need to make sure the admin provides admin consent and there isn't currently another workaround.
