I have an application written in VB6. I use Microsoft Access Database Engine 2010 driver for opening .xls files, which is in 32bit version. But at customer this driver is included in audit list of unsupported versions and they have option to install Microsoft Access Database Engine 2016. But I could not find this driver for 32bit. My question is if it exists or if the old driver needs to be exempted.

I believe you're looking for the 2016 redist found here. There is both an x86 and x64 version available.

I am afraid you can not install 32bit access db driver and access database driver x64 in same computer.
That is correct and has always been true. You cannot have both Office 32-bit and Office 64-bit installed on the same computer. This is not a supported scenario by MS. While you can find hacks to get it to happen it is not supported and you can run into strange issues.
Perhaps I'm misunderstanding your issue but you said you have a 32-bit app that needs the Access DB engine but the 2010 version is forbidden. The link I gave is to the download for the current versions that include both x86 and x64. Install the x86 version of the driver since that is what you need for your app. Unless your users are also using Office x64 (which is rare) then there should be no issues.
