Can I use whisper model in speech?

I want to use whisper model however I don’t have a OpenAI resource, I know that whisper model is supported in both speech and OpenAI. If I don’t have a OpenAI resource, can I use the whisper model in speech service?

@Forry Meks Thanks for reaching out to us. I don't see there is any access approval needed in Azure Speech Services.
