@Michal Gordon Thanks for reaching out. Which model you are trying to use for the deployment and in which region? I have tried deploying GPT-35-Turbo in East US and it worked fine.

Please make sure that you have the necessary permissions to create and deploy resources in the subscription and resource group you are using. You must have either owner/contributor access alos try logging out of your azure account and then logging back in.

I was able to deploy a new webapp, my original one was on west US , I think it was a bug. At some point I was able to deploy. Not sure why I couldn't, might have be related to some deletion.
