Known causes of this issue:
- Bad display driver. Ensure you are running the latest, stable graphics driver for your card. If you're using anything else (including third-party "optimized" drivers) then disable them to see if the problem goes away.
- Computer is configured for tablet mode. Go to the Settings app and search for Tablet. Disable tablet mode.
- Disable Game Mode to see if the problem goes away. Known to cause problems with some full screen apps.
- Possibly corrupt files, unlikely if you've reinstalled Windows.
- Turn on "focus" mode for notifications such that you don't get notifications when using full screen apps, if available on your OS.
- For games, use Windowed mode to fit the whole screen rather than using Fullscreen mode, if available. Puts more of a burden on the machine I believe but has been known to resolve full screen issues.
- Could be another program that periodically is trying to display something. Review the running processes to see if any are third party apps that may be causing issues.
