Help me understand why the same resource appears in triplicate, it sure looks as if this is the same resource but I can activate all 3 although the appear to be the same role for the same person

I Understand your concern Roles on Azure resources appear in triplicates.
I noticed that in my environment, the same role for the same person appears only once. It seems UI issue, I would suggest trying another browser to check if the issue is still persistent or not.
