How do you reactivate the Visual Studio Learning benefit if it's expired?

It's called LinkedIn Learning. Depending on if the user has a Professional or Enterprise Visual Studio subscription, it will be a code for either 6 months or 3 months.

Can you be more specific about what you're asking. There isn't a "Visual Studio Learning" product. Please clarify what you specifically want to renew such as your expired VS license, Azure credits, etc.

Subscriber benefits related to a VS Subscription are per subscription generally. So once your benefit is up then you have to wait until you renew your subscription next year.
