Hello, Welcome to the Microsoft Q&A Forums. Since you are domain users, the easiest solution is to have your Domain Administrator reset your PIN. You can find the steps and other information in this link: https://learn.microsoft.com/en-us/windows/security/identity-protection/hello-for-business/pin-reset?tabs=intune
CANT REMOVE OR RESET WINDOWS HELLP PIN FOR DOMAIN USERS IN WINDOWS
Hi,
We have several Windows devices within our domain, and we've enabled the Windows Hello option. However, some users have forgotten their old PIN, preventing them from removing or resetting it. They lack the ability to access the following options:
- The "Remove" sign-in option is greyed out.
- There's no "Forgot PIN" option available.
It's important to note that we are domain users. and also i have seen in many answers to delete the ngc folder but we dont have a ngc folder also

Thank you for posting in Q&A forum.
To further fix this issue, please kindly try below steps and see if it helps:
1.If you are refering to the Ngc folder under path C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft?
2.Check if there's any Windows Hello or Pin related Group Policy Settings configured.
3.If your machine is managed by Intune or any other endpoint management platform, please check related configuration on that.
4.Run CMD command gpupdate /force to get the latest GPO setting, restart the machine and see if it works.
Best Regards,
Hania Lian
