Can I make a teams phone call while out of the UK to a number in the UK? Am I considered to be in the UK when I make such a call?

Certainly! When you’re outside the UK, you can still make Microsoft Teams phone calls to a number in the UK.

Am I considered to be in the UK when I make such a call?

Physically, you might be outside the UK, but when you make a Teams call, your virtual location is determined by your Teams account settings. If your Teams account is associated with the UK (for example, if your organization is based there), then your calls are considered as if you were in the UK.
