How would I go about setting performance monitoring with SSRS?

I was watching this presentation by Parikshit Savjani, which was about 8 years ago, about "SQL Server Performance Monitoring & Baselining". There was not much concrete information on how to setup something like that. I downloaded the demo project from github but not much to go from there. If I wanted to do something similar to what he was demoing there, where do I start? I was hoping if anyone can point me to a documentation or YouTube video that can give me a more step by step instruction, it'll be great. It can be SSRS or Power BI Report Server. Thank you in advance.

I think I might have found the instruction...it seems to be in the toolbox project.
