When it comes to getting back into your account (Outlook or Microsoft accounts) - if someone changed your login info entirely, for example to a completely different email address and password, and now you're completely locked out. Unfortunately, the recommended way to regain access to your account is through the account recovery form, if you can't receive a verification code for any reason or reset your password.
If you're working in MS Entra ID, for future reference I'd also recommend creating and managing an emergency access account in MS Entra ID, this will help prevent being accidentally locked out of your MS Entra ID organization for any reason.
