Does the Windows Bluetooth API (BluetoothLEApi.h) or a C library support BLE as a peripheral device?

I'm developing a C application that needs to act as a Bluetooth LE peripheral device on Windows.

I'm looking for information regarding support for Bluetooth Low Energy (BLE) as a peripheral/server in C programming on Windows. Specifically, I'm wondering if the Windows BluetoothLEAPI.h or any other C library supports this functionality. If it does, could someone please provide a sample code and a link to the library? Your help would be greatly appreciated.
