Assuming the user is not using some VPN, then I would open a ticket with Azure support. I know there have been issues in the past with incorrect locations being surfaced like this.
Entra ID taking UK IP as US causing CA malfunction

Hi folks,
We have an Entra Conditional Access policy which is designed to block all access requests unless that comes from UK, but weirdly enough Entra has started blocking one UK based IP which used to work correctly some two weeks ago.
Same IP is appearing of UK on Mobile Device, but Entra is taking that as US (snip below).
Could you please help.
