Will outlook/Microsoft send a an email to the alternate email address when signing up for an outlook account?

Does an alternate email refer to an email used for verification? If yes, Microsoft does send a verification email to the alternate email address when you sign up for an Outlook account. This is to verify that they have the right address and to help keep you safe by blocking access to your inbox, contacts list and calendar for a recent sign-in.
