SQL Server Enterprise is included in the annual edition of VSE. According to the Excel overview of software benefits included with various VS subsciptions found here it is not included in the monthly subscription

Why do you want to use Enterprise edition which in your case you would have to pay no matter subscription. Instead I would suggest to use Developer edition which is free starting from SQL Server 2016. You can use DEV edition for development and testing.

Software included in Visual Studio subscriptions are free for dev/test. As you correctly point out, Developer Edition is equivalent to Enterprise Edition and is always free for Dev/Text. The value is actually in running Standard Edition for dev/test which isn't available without a Visual Studio subscription.
