Did you try this steps?
Check for Installed SSU: Go to Settings > Update & Security > View update history and review the list of installed updates. Look for any SSU updates that have been installed after KB4523203. If there is a more recent SSU listed, you may not need to install KB5003364.
Manually Download and Install SSU: If you still need to install the latest SSU, you can try manually downloading the KB5003364 update from the Microsoft Update Catalog website (https://www.catalog.update.microsoft.com/Home.aspx) and installing it. Be sure to select the correct version for your system architecture (e.g., 64-bit or 32-bit).
Run Windows Update Troubleshooter: Windows Update troubleshooter can help identify and fix issues with Windows Update. Go to Settings > Update & Security > Troubleshoot > Windows Update and run the troubleshooter.
Reset Windows Update Components: You can reset Windows Update components using the Command Prompt with administrative privileges. Open Command Prompt as an administrator and run the following commands one by one:
net stop wuauserv net stop cryptSvc net stop bits net stop msiserver Ren C:\Windows\SoftwareDistribution SoftwareDistribution.bak Ren C:\Windows\System32\catroot2 catroot2.bak net start wuauserv net start cryptSvc net start bits net start msiserver
After running these commands, try installing the SSU update again
