This issue might be related to the fact that the PIN is tied to the device, not your Microsoft account. Here are a few steps you could try:
- Delete NGC folder and add a new PIN code: Go to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC. In the NGC folder, delete all the files. You must be logged in as an Administrator to do this. Now go to Settings > Accounts > Sign-in Options. Click Add a PIN and add a new PIN code for your account.
- Switch to a local account and add a PIN code: Go to Settings > Accounts and locate your account. Click ‘Sign in with a Local Account instead’. Follow the instructions to set up a local account. Sign out and sign in with your local account. Now add a PIN code. After you’ve added your PIN code, locate your account under the Accounts section in Settings. Choose 'Sign in with a Microsoft Account instead’.
- Reset Windows: Hold the Shift key and click on the Power icon in the lower right corner. Keep holding Shift and select Restart. Select Troubleshooting. Choose ‘Reset this PC’. Select the ‘Keep my files’ option. Follow the instructions on the screen to reset Windows.
