how to register hardware program

I followed this doc

https://learn.microsoft.com/en-us/windows-hardware/drivers/dashboard/register-for-the-hardware-program

to register hardware program. You said go to https://learn.microsoft.com/en-us/windows-hardware/drivers/dashboard/, then click on "next" as below. But We can not see "Next" button. You document is a maze.
