Like many others, I am challenged with this error.

https://support.microsoft.com/en-au/topic/kb5034439-windows-recovery-environment-update-for-windows-server-2022-january-9-2024-6f9d26e6-784c-4503-a3c6-0beedda443ca

The workaround suggests resizing the RE partition to make some free space.

I created a 1500 MB Recovery Partition and then applied the image, but still I am getting this error. It seems like a widespread issue but the suggested workaround i.e. having 250 or more free space in the recovery partition didn't work for others as well.

What's your disk partition style a GUID Partition Table (GPT) or a Master Boot Record (MBR)?

please try the steps 3 to 8

3 . To disable the WinRE, run reagentc /disable

    ....

    8 . To re-enable WinRE, run reagentc /enable

Manually resize your partition by 250 MB
