SSRS not available in Azure VM with SQL Web version

SSRS has since version 2017 an own, separate installer; download and install it. https://learn.microsoft.com/en-us/sql/reporting-services/install-windows/install-reporting-services?view=sql-server-ver16

Not clear about your issue, just install sql server on the Azure VM and then you may also download the SSRS service and install it.
Download SQL Server 2022 Reporting Services from the Microsoft Download Center.
