Azure, at least in Europe, currently has problems with PIM (X_34-BTZ). You can find more information under "Service Health" at:

We got the information that there was an outage in specific region. Our PG team identified the issue at backend and have reverted back the change that was made at backend initially.
They have updated the same in our internal case and have confirmed that issue has been resolved.
Can you check at your end and confirm if issue has been resolved.
