Please try the following:
- If you have any anti-virus software, group policy or privilege management software, please temporarily disable them. Or refer to the document and add domain Microsoft URLs to an allowlist.
- Ensure that all updates and patches are applied and restart your computer.
- Go to Visual Studio Installer folder: C:\Program Files (x86)\Microsoft Visual Studio\Installer, and run the vs_installershell.exe file.
- Re-download the VS bootstrapper from the page and move the .exe file to a clean folder in another drive.
- Put the .exe file in root of C drive like C:\setup.exe and run it as administrator.
