Can you install the March cumulative update (KB5035853)? Please try to download and install it manually in Microsoft Update Catalog.
If it installs, you don't need to consider downloading the February cumulative update, as the latest cumulative update will contain the previous cumulative update and improve on it.
If you still can't download and install, please refer to the troubleshooting steps below:
- Can the cumulative updates in January be downloaded and installed normally? Please provide a screenshot of the update history page.
- Running the update troubleshooter. Select Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update > Run the troubleshooter.
- Performing a clean boot. This is a way of starting Windows with only the essential services and programs, which can help eliminate any software conflicts that might interfere with the update process. Please refer to this link: How to perform a clean boot in Windows - Microsoft Support
- Restarting the update services. You can do this by using the Services tool (services.msc) and stopping and starting the following services: Windows Update, Background Intelligent Transfer Service, and Cryptographic Services.
- Check if there is enough disk space available on your system drive. If not, free up some space and try the update again.
