How to make it answer questions without passing any data

Can we make a chatbot using Azure OpenAI without passing any documents or our own data.

Will it be able to answer basic questions?

Considering that the models you geg out of the box when you do deployments have similar capabilities to Open AI, it should be possible to use then for basic questions assuming your users will be asking general knowledge questions that the model has seen before in its training data. Any reason why you can't add your own data?
