In admin center, I made the employee a member of the Shared Mailbox with permissions Read and Manage and Send as .
According to your description, the issue may be related to the "permissions Read and Manage and Send as". As i know, when the user is assigned with the Read and manage permissions, he can read emails in the shared mailbox, and perform management actions such as adding and removing mailbox content.
