You have SQL Server licenses only on paper, no where in the system, so there is nothing to transfer.
PC OS clean install. How to transfer SQL license?
Have this SQL server:
Microsoft SQL Server 2017 Enterprise Edition: Core-based Licensing (64-bit) on Windows 10 Enterprise 10.0 <X64> (Build 17763: )
And trying to update windows to windows 11.
Is there a way to transfer the SQL license?

As answered above, there is no need to transfer SQL license.
If you're not at ease, for detailed information about the license issue, you can call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist. Or you can go to Volume Licensing Service Center support. Please choose region/language and choose to call or have web.
