License needed for MS Purview and label visibility

Is it possibile to use MS Purview Data Classification (creation and pubblication of label and policies) and see and apply labels (both manually and automatically) to Office documents, with a lower license than E5? Maybe something like E3 + Compliance, or is it mandatory to have an E5 in order to have those capabilities?

    To create and manage sensitivity labels in the Microsoft Purview compliance portal, you must have an active Microsoft 365 license that offers the benefit of automatically applying sensitivity labels. For the full list of licenses, see the Sensitivity labels in Microsoft Purview FAQ. If you don't already have the required license, you can sign up for a trial of Microsoft 365 E5.

    To use sensitivity labels in the Microsoft Purview Data Map, you'll need at least one Microsoft 365 license/account within the same Microsoft Entra tenant as your Microsoft Purview account.

    The following Microsoft 365 licenses are required to automatically apply sensitivity labels to your assets in Microsoft 365 and the Microsoft Purview Data Map:

    • Microsoft 365 E5/A5/G5
    • Microsoft 365 E5/A5/G5 Compliance
    • Microsoft 365 E5/A5/G5 Information Protection, and Governance
    • Office 365 E5, Enterprise Mobility + Security E5/A5/G5, and AIP Plan 2

    Regarding the visibility of labels, if you have applied sensitivity labels to your Office documents, you can see and apply those labels manually. However, to automatically apply sensitivity labels to your Office documents, you need to have an E5 license.
