Why does windows loose focus when logged in as domain administrator?

I have a DELL R350 server running 2019 server OS. It is a domain controller. Is not set as DHCP server. When I login as "domain name\administrator" on a PC joined to the domain, any window that I am trying to enter data, or select drop downs, or anything else, the window will loose focus after about 3 seconds. I can click the mouse in the window, get focus back for another 3 seconds. This happens in any Microsoft window, ie, Notepad, CMD window, etc. or any application running. However, If I login to the PC as "domain name\User name", this does not occur. I have built about 2 dozen DELL servers this year, T350 and R350 all with the same results. I and my IT department have researched and have not found any resolution. Thanks, Stan

    To further understand the issue, please kindly provide the screenshot when you get the loose focus issue. Meanwhile, as this is a user based issue and you will only face this issue, there's possibility that user profile is corrupted. You can try to create another domain administrator account and loggin to see if the issue still persists.
