How to fix denied access when trying to stop Wmi in command prompt

I'm begging for help with this cause at this rate I've done everything I can and nothing will work. I've been trying to get my wmi to stop with the simple command net stop winmgmt, which it then gives me the denied access and system error 5. I can't even reset it because it tells me failure. I just need help with figuring out what to do at this rate. And yes I have my command prompt in admin
