    Hello @Fernando Cordero ,

Welcome to Microsoft Q&A Platform. Thank you for reaching out & hope you are doing well.

Regarding your query that you need to transfer a domain and your query whether you need to create a VM.

Are you looking to host your private DNS zone on Azure as it seems from your specific query of using a VM?

If your query is about transferring the Public DNS zone @GitaraniSharma-MSFT has covered your query very well, in that case kindly ignore the below section.

However, if query is for Private DNS zone kindly refer-

Kindly note below private DNS zone hosting methods is available on Azure -

    1. Using Azure VM as DNS Server. This is similar to having Active directory domain service but on Azure VM Refer the below link. This is self-managed DNS service, and you have to manage all the record on the VM like you do on on-prem DNS Server. https://learn.microsoft.com/en-us/azure/virtual-network/virtual-networks-name-resolution-for-vms-and-role-instances?tabs=redhat#vms-and-role-instances
    2. Azure also provides Managed domain services like private dns zone as given below. In this case you create the Private dns zones on azure and directly start creating the records under the created the DNS Zones. However, these zones are only for Azure based dns resolutions. Conditional forwarding is not supported. https://learn.microsoft.com/en-us/azure/dns/private-dns-overview https://learn.microsoft.com/en-us/azure/dns/private-dns-getstarted-portal

you can also import your zone file from your on-prem server to Azure private dns zone to save efforts as by importing zone file your all records will be available under the private dns zone. Refer below - https://learn.microsoft.com/en-us/azure/dns/private-dns-import-export

    3. However, if you wish to use Conditional Forwarding where all Azure based Private dns zone are resolved locally on Azure but on-prem DNS zone should be forwarded to on-prem based DNS servers. Conditional forwarding is supported using Azure DNS Private Resolver. To enable resolution between Azure and on-premises networks, see https://learn.microsoft.com/en-us/azure/dns/dns-private-resolver-get-started-portal
