How to Install Microsoft 365 Apps for business offline. I used the tool ODT but I didn't arrived to install offline. When I downloaded the tool ODT can I install offline?

I used the ODT for deployement. It is ok but there is a way to automaticaly activate the MS 365 Apps for business without Internet? for exemple when I finished to install MS 365 Apps for business offline we need to insert the email address for activation. Is it possible to bypass when I install.?

that is not resolve my problem. When I see the document I think that, it is after activate with internet that the people can use apps without internet when some days. But me I want to activate without internet for the first time connection on the Microsoft 365 Apps for business

May be that I don't ask well my question but how to activate MS365 Apps for business apps using powershell without interacting with the applications graphical interface?

Now I have 16 users it is simple to do configuration desktop by desktop. How can I automate this installation with the configuration of each user automatically?
