not able to create azure netapp files in Basic subscription, getting the following error "Creation of 'netAppAccounts' has been restricted in this region. (Code: ResourceRestriction)"

Based on the error message: Creation of netAppAccounts has been restricted in this region. This situation may occurs when you try to attempts to create a NetApp account.

Cause: Azure Resource Provider for Azure NetApp Files is not registered successfully.

Solution: Complete all the steps described in Register the NetApp Resource Provider.

• Navigation: In Azure Portal, go to subscriptions à select subscription using for ANF à under subscription, check and click on Resource Providers à in search box type netapp.
• Some time issue may be related to subscription(EA, CSP or PayG segments): Non-paying subscriptions for creating Netapp account. Non-paying subscription has no default access to ANF. Regional quota access request needs to been raised(quota) in this scenario
