I understand that you are receiving the 403 error while trying to access the ActiveDirectoryMenuBlade.
This error typically means the admin of the tenant has not given the permission to access the "Admin Portal" with a non-administrator account. This can happen even if you are an Owner of the subscription but are not using an administrator account.
Could you please check your role in the portal and are there any conditional access policies applied to the tenant?
If you are not a guest user, you may be a non-admin user of your Azure AD.
If this is the case, there are two methods to solve this issue:
- Add your account as an admin of AAD by following To assign a role to a user.
- The admin of your company may have restricted access to Azure AD admin portal for non-admin users by selecting "Yes" here.
