Does Azure DevOps Server 2022 : Azure Custom Tasks

Does Azure DevOps Server 2022 (on premises) support publishing Azure Custom Task .vsix files directly to the gallery, via using TFX-CLI?

Currently, I am using TFX-CLI version ^0.16.0 and the command I am using is 

tfx extension publish --vsix mytask.vsix --service-url https://my-on-prem-azure-devops/tfs/my-org

I am using a PAT with full permissions and the error message I am getting is

`error: Failed to find api location for area: gallery id:

Not Monitored

Tag not monitored by Microsoft.
