how to change the windows langue in French using MS Intune

I used the following but this policy doesn't work

Select Devices > Configuration profiles > Create profile.

Select Windows 10 and later for the platform and Custom for the profile type.

Select Configure and then select Add to add a new row.

In the Name field, enter a name for the setting, such as "Set default language to French".

In the OMA-URI field, enter ./Device/Vendor/MSFT/Policy/Config/ControlPolicyConflict/DeviceLanguage.

From your description, I know you are looking for a policy to change the Windows language via Intune.

Based on my research, we can download the language pack, convert it to .Intunewin file and upload it into Intune, then you can deploy it as win32 app. When you download the win32 app, the windows language will change.
