What are the criteria used by the Microsoft Activation Center to determine if a request for additional Office MAKs will be granted?

We are going to be using Office keys on Azure VMs that will be disposed of and replaced by new VMs. In order to do this we need to keep activating Office on the new VMs. We will need to contact Microsoft Activation Center to increase the activation limit on our MAKs, but I haven't found any information about what constitutes a legitimate request and what behaviors might make an organization ineligible to receive additional activations. I will be using ospp.vbs to uninstall the key from the old VM before it is deleted, is that going to make any difference?

    Well if we use a KMS server are we going to have the same problem of running into activation limits as we do with a MAK?
