Free account after auto delete of free account

I created a new free Azure account in Oct 2023 after being laid off.

However as I got occupied with job search, I never used it.

Due to inactivity, the account got auto deleted in Dec 2023.

Now I am trying for Azure DevOps certification.

But system is not allowing me to have a free account - asking for pay-as-you-go subscription.

How can I have a free account to try the exercises please?

Any input will be very helpful.

    I switched to pay-as-you-go as system says "pay for what you use beyond your free amounts.".

    All I need is to practice for DevOps certification.

    Set up budget alert also.
