This template is a Microsoft 365 connected template. It cannot be used in the SharePoint on-premises. Until now, there is no alternative.

As a workaround, you could use web parts to customize pages like IT help desk SharePoint site template as you want.

To use the IT Help Desk SharePoint site template On-Premises, you must have SharePoint 2019 On-Premises or a later version. Earlier versions of SharePoint are not supported for use with Dynamics 365 Customer Engagement (on-premises) document management. To configure and use document management, you do not need to be signed in to both Customer Engagement (on-premises) and SharePoint. Server-based SharePoint integration must be enabled. Users who access SharePoint from Customer Engagement (on-premises) must have appropriate permissions on the SharePoint site collection where the document management components are installed.
