Bing resources are suspended for the subscription

Question

I am trying to upgrade a free resource to the S2 Bing Search V7 plan and every time I try to create a new resource to facilitate this change I get an error from the API stating

Bing resources are suspended for the subscription.

I have seen hundreds of posts on here with the same issue, but have found no way of contacting support.

I have checked that my payment information is up-to-date, and that "Microsoft.Bing" is registered as a provider for this payment plan.
