Recipient's Outlook is blocking my business emails?

When I send a business email to an Outlook manages account, it is bouncing back as rejected by recipient's address, Access Denied. We are not mass marketing and this is a relatively new problem. Please advise on how to improve deliverability..? Thank you!

What is your email account type? A Microsoft 365 account?
Can you send emails in Outlook Web App?
