For your problem, please do some checks below.
1.What kind of enrollment does your device use?
2.Please be sure the registered user has license, and the MDM Push Certificate is active.
3.Please check the management profile status in Intune portal.
4.Please try to delete the profile and re-create the profile, then assign it to user or device group to check whether the profile can be recognized.
