Please reference article below for steps on creating new Azure support request. If it is Technical you will need at least Developer level paid plan.
Create an Azure support request
The process can be confusing. If you seem to get in a loop, look for Return to support request in the upper left corner, click that, then click Next and continue entering details of the case.
