The download speed of the language pack in the settings is too slow, is there any other way to change the Windows language, such as FoD-ISO?

I am an IT engagement, often different language customers, and Windows network download language packs are sometimes very slow, please ask if there are other offline language packs, such as language and optional features os, or whether there are English, French, Arabic, Russian, German these countries cab language pack files, I need the file version should be 23H2, thank you.

For most people, this doesn't really help. I often help people download their language options remotely. Having an ISO on hand isn't helpful. The real question is why Microsoft keeps the language packs and related options on a server that has such ridiculously poor performance. 10+ minutes to download each 1 MB piece (there are four of them for each fully supported language) is not an option. I don't have 40 minutes plus for each student when teaching a class, and when the class is live online, this won't work at all. FIX THE PROBLEM, MICROSOFT.
