Why are messages saved onto shared calendar being converted to msg files?

I have an admin user who manages calendars for numerous people. In past they have been able to add outlook messages as attachments to meetings in their calendars so that they can view them on mobile devices in outlook app while they travel.

Now when they attach a message it attaches OK and shows as an outlook item but if they check a few mins later it appears to have converted the message to a .msg file which the users are unable to open on their mobile devices.

If they save messages as attachments to appointments in their own mailbox they don't convert, only for the users whose calendars are managed.

This was working previously and has just started happening. Any ideas?

I've tried replication issue in outlook OWA but can't attach messages to appointments in OWA.

    What is your Outlook client version? Make sure to update to the latest version.

    What is your account type (POP/IMAP/Exchange)?

    Can I know if you get any error messages when you open .msg file from your mobile device?
