How create a alert when login or access the mailbox of a user?

Director tells me that someone has login in your email account. It's possibly created an alert to specify the user mailbox and alerts via send a email to admin groups.

You could create new alert policy for user sign in. For more detailed steps, you could refer to this article

For me, at least, this does not work anymore. We had this configured but the alert type "User Logged In" is no longer present. We actually can't even edit our existing alert, though it still works...

Is there still a way to do this? I can't find the activity in "Alert Policy", and "Activity Alerts" seems to have been removed.
