How do I fix an 0xc0000428 error which is causing a blue screen of death?

I was installing VMWorkstation Pro 17 and it required me to finish doing a Windows 10 update for the .NET package. After it started to reboot I got a BSOD for 0xc0000428 and have not been able to boot into WinRE even after creating a bootable USB. The computer is only 1 year old and was built by me. I'm getting an error saying its related to a digital signature of the bootloader. I have Defender installed on my desktop. I need help figuring out how to get this fixed before my course starts tomorrow.

    In this case, I advise you to create Windows installation media and boot with it and from there, you will have recovery environment or you may try to do Repair install or in worse case, reinstall your Windows. You may try download the installation from:

    To resolve this issue, you can try the following steps:

    1. Disable Secure Boot in the BIOS settings of your computer.
    2. Boot from the Windows 10 installation media and select "Repair your computer".
    3. Select "Troubleshoot" > "Advanced options" > "Command Prompt".
    4. In the Command Prompt, type the following command and press Enter: bcdedit /set {default} bootmenupolicy legacy
    5. Restart your computer and boot from the Windows 10 installation media again.
    6. Select "Repair your computer" > "Troubleshoot" > "Advanced options" > "Startup Repair".
    7. Follow the on-screen instructions to complete the repair process.

    If the above steps do not resolve the issue, you may need to perform a clean install of Windows 10.
