Can't create OpenAI resource

Hello,
Completed the onboarding process of Azure OpenAI service. I managed created the OpenAI resource in US west and did some test with it. After removing the resource and resource group, I can't create any new OpenAI resource, got error of "Insufficient quota". Not sure why I hit the limit with no resource being used.
Any ideas on this?

Thanks for reaching out to us, have you purged your deleted resource so that it was permanently deleted? This is a recover mechanism that you can recover your deleted resource within 48 hours, which means if you deleted your resource and have not purged it, you may not be able to recreate one if your quota is not enough for two.
