Hi,
Try to uninstall Discord through Control Panel\Programs and features\uninstalled program instead of delete installation file.
If you suspect some third party software make affection to Windows Defender, we could uninstall that software or boot computer into Clean Boot to check if the issue persists.
Or we could reset computer through Settings\Update & Security\Recovery\Reset this PC, it will let you choose to keep personal data. It just reset system and uninstall all third party software, also it will not affect to your personal data.
Bests,
